Irkutsk isn't such an affluent city, like Moscow, Peters, Kazan or Krasnodar. It is definitely a big and nice city. Your lifestyle will depend on your income. But it isn't such a bad city to live and raise family, if you are fine with living in a comparably less popular city as the others.

Many years back same thing happened to us in Griffith Australia, young girls boys asked for cigarettes. I think it was a scam because giving or selling cigarettes to minors is prohibited.

The temperature doesn't generally climb lower than -14. But, exceptions are always there. It also doesn't mean the temperature goes below -35/40 regularly in Moscow.
