Given a few months, Russia could deal with Kursk, but Putin doesn't have months....the US election is in weeks. He needs Kursk clear ASAP, which is where the NK troops come in. They only need to block in the AFU currently in Kursk so they can't escape. When Trump wins, he will force Zelensky to negotiate and Putin will be more than willing because he will be starting from a position where he has all he really needs.
