If you dissolve HCl in acetonitrile (CH3CN), Cu reacts with it. Cu + 2HCl -> CuCl2 + H2. So it depends upon the solvent (of course of high dielectric constant)

Elements having lower reduction potential are not good oxidizing agents rather they r good reducing agents bcz lower reduction potential means that they have greater oxidation potential which means that are able to oxidize themselves and reduce other elements..thus lower reduction potential means that the element is a good reducing agent not a good oxidizing agent!
