Sir one clarification. Any submarine or ship or offshore oil rig is never built completely in one shipyard. It has more than over 500 major equipments plus minor components. They are from all over the world. No country is indigenous. They are assembled in the shipyard. The likely cause for this submarine to go down is probably ballast issues during sea trials. Just FYI I have been part of building 6th generation oil rigs for 26 years. So hopefully I can comment. Regards
