1st mistake - HR consultant does not define tolerance group.. generally tolerance group is Defined by finance consultant. 2nd mistake - HR consultant does not create user. generally it is created by basis Consultant.

i told that the groups are define by the HR consultant and accordingly the lolerance group will be assign.
users are greated by BASIS but will be confirm from HR.
