Later in the film, we learn that Arnie's terminator was programmed by John Conner - so he's supposed to interact with humans while the one in the first film was only programmed to kill. He seems smarter because he was programmed that way.
FYI, the guy that hits Arnold with the pool cue is Ron Young who is the singer for the bands Little Caesar & Manic Eden. I highly recommend checking out both.

People need to remember that thr Terminator didnt actually kill all of the punks in the observatory. He punched a hole through the one punk that stabbed him. The Terminator didnt actually kill Bill
Technically, in the first film Arnie "asked" the 3 punks for clothes. Only after they pulled knives and attacked him did he kill. And he did not kill the one in the clothes. He wanted to blend in not be a bloody mess. Very basic "infiltration" tactics. Look like them, don't start "unnecessary" violence... but also as we learn this one is programmed a bit different.
And in this scene, the Terminator is defending himself in front of many witnesses. He's an infiltration unit. You can't infiltrate properly if you're wanted for several murders in a bar. People underestimate how intelligent the Terminator is. That long pan as the Terminator watches the other witnesses back away perfectly illustrates his position
I might not remember this part correctly, but the T-800 kinda had a sunglasses but it's for kids (heart/star shaped), so he threw that away and took the one from the Bar owner, instead. Could it be a deleted scene?
The way the biker behaves is very stereotypical of a biker, they won't do anything for anyone unless you show politness and respect to them. The way he says "you forgot to say please" is such a clear indication of his expectation that everyone has to talk a certain way to him.

I spent my entire life around bikers and most are complete assholes who have zero respect or concern for politeness.

That's the dumbest thing I've ever heard...you don't know real bikers if you know any....the respect and politeness thing (you know..the NORMAL way ppl are supposed to treat each other?)keeps you from getting your chicklettes knocked out 😅...but the HEART of bikers leads them to do random things like help a stranger change a flat tire ,,hold doors open for women,men, young and old...n they'll ALWAYS defend someone in need especially against bullies and scumbags....you don't sound like you know any bikers my guy ,and you'd be better off if you did ....fr ..not hating on you... It's not a deleted scene. It's how he is introduced int Terminator 3.
He didn't bend the rifle so he can use it.
