Because the novels are mostly mistranslations. That's why this is still debatable. And Kaguya definitely has the better feats to argue for her. Momoshiki has the lore and statements tho. That's why it is 50/50 for me.

While in the war arc, she had the power of almost 9 beasts as the Ten-Tails (ik that she lacked a half of the Nine-Tails but that is negligible since the same 50% Kurama in chapter 610 looked like a cockroach compared to a First form Incomplete Ten-Tails) Not only that, but also all of Madara's power + the God tree that madara absorbed too (which was absorbing Nature energy and chakra from the planet and also shinobi alliance) + the chakra from the entire world after 1000 years from the past where chakra was growing and getting bigger since it was getting molded and created (I remember that Kaguya's chakra was stated to be way stronger than even Ten-Tails by Naruto because of that huge additional amount of chakra) So yeah.
