That's because of his story, he was an ordinary cop but when he got the power of going in TV's and having magatsu Izanagi, his dance slowly turned psychotic and he moves much more and enjoys it.

Latte V I'm pretty sure this game takes place while Yu/Yosuke/Chie/Yukiko are either in their final year of high school or in the summer after, so they're either technically adults or very close.
That's my favorite part too. Adachi's dance might be my favorite in the whole game, not necessarily because it's the "best" dance or even my favorite song, but because of how many little visual homages are in it. A comment in another thread explains how pretty much the whole thing is an interpretive dance of Adachi's journey as a character, but my favorite bits are probably 1:40 , where it looks kinda similar to him talking in-battle where he's pointing his gun at the team, and 4:02 is like his hunched over in-battle idle animation.
I think what I love about Adachi's dance is how perfectly it encapsulates who he is as a person. Straight off the bat you can see he's making minimal effort in performing his moves, they come off as so easy and simple that a lazy bum just like Adachi could pull it off with relative ease. Another example is his arms, watch as he's walking around the stage taking up so much space with no real reason for it and his gestures show him pushing things away just as he pushes away the people around him while making himself out to be the important figure.
I think you also missed the fact that his moves are deceptively difficult to perform, you will only notice that if you pay attention though (and of course if you attempt to replicate them)
I honestly love how they went through the effort of incorporating all of cabbage boy's faces, some of his animations, and I think even a few "magic trick" style dances (for lack of a better term, like as 2:40) into the performance somehow. I mean, I know it probably wasn't that hard, but I really love that they tried to get all of Adachi in this one song. And also, that lil dance fight with Yu just makes me smile, and makes me wish we had a DLC track of Ying Yang from the anime with them both performing.
The fact that he began really slow and almost "clueless" is what make this choreography so good. Then he showed us how he really danced by the end there
