The TV during setup will ask you if you plan to use your TV as a traditional TV or as a monitor. If you choose the monitor option, you wont see static. You will just see a no signal detected screen.

To get rid of the static go into picture settings somewhere in there you should be able to change the background motion thing to black instead of the moving static
