This is beautiful. Another way is to first pattern and cut the normal bustier dress ( full length dress without joining) separately, then proceed to add the allowance in between that will be for the pleats.
After you cut the straight pattern separately, you will now cut a wide paper depending on how wide you want the pleats. Then you put the paper for the pleats in between the pattern for the bustier from waist downward.
