Paying rent requires both the ability and willingness to pay. Sometimes the ability to pay rent is just not there for a huge number of people for certain factors. I know because more than 10 years ago I lived with people who between the 3 of them could not come up with $135 per month for rent, utilities, and internet access!!!! According to my calculations that would have been no greater than 1/3 of their AFTER TAX INCOMES!!!! So if they could not pay then how can we expect people to pay now?
