Yes they can if they are on a spouse visa

It also depends on the city. Like in our city Kleve mostly the landlord specifies assigned area per m² per person so they let only one person stay in a room.
But in big cities like Berlin 2 people in a single room is very common.

For private accomodations look in Whatsapp accomodation seeking groups, WG GESUCHT, eBay, Immobilien Scout.

For booking student dorm you can go to the RhineWaal website, then in accomodation section select the student accomodation (provided by Düsseldorf studierendenwerk) and they will allot you dorm after few days or months.

Yes there is no tuition fees in public universities expect for the few universities especially in MBA courses, where they charge fees.

Maine aur Mayank ne alag alag dorms mai apply kara tha 6 months pehle, lekin hum mai se kissi ko bhi ab tak koi dorm se reply nahi aaya hai.
So fastest koi nahi hai. Kabhi kabhi logo ko 10-12 mahine bhi lag jaate hai dorm milne mai.

No
Normally not, but if it's a sublet for a smaller duration the dorm owner might allow ( otherwise legally you can't stay, because here area per person is specified as per their law)

The university doesn't provide anything such as couple dorm or couple Studio apartment, but if you both gets the dorm allotment at the same time then you can stay.
There are 2 people, 3 people and 4 people sharing dorm also in our university, with separate rooms but mostly common kitchen and bathroom area so if a couple applies for that it's possible to live together in a 2 people sharing dorm.
Otherwise you can also search for private accomodation outside.
