Most of the controversy around the crates were around the h3 loot, not raids. Personally, I would much rather prefer if they kept the whole "p2w buffs" out of crates. as it wouldn't seem like eq2 went entirely p2w on loot. Most people were as disgusted as me that loot was behind a paywall (can't confirm part of this, all I've seen in screenshots is that the loot in h3s without using the keys/unlockers wasn't even good, think of terrible adornments or mount gear for an example). While it is important to support the devs, I think most can think of better ways to do so without encouraging gambling or making the health of the game even worse.
Tbh instead of dreaming up items people can buy in the cash shop, they need to fix stat/item bloat on live. EQ2 is could be a great game if they focused on fixing the gameplay and garnering more players rather than trying to find al of these alternative revenue streams. More players playing > Loot boxes.
Imo they could fix a lot with that, with the added bonus of removing a need for backtracking to feel relevant. Not a real point in spending time grouping or raiding when all of your stuff gets replaced in the next expansion or two. However, I would argue that just fixing "stat/item bloat" isn't enough, I'd say they would need to fix a lot more.

It was not behind pay walls. Its just that you have a bad chance of getting gear. But with keys you had 4 bad chances at getting gear.

They have actually done this for the most part. Most items only work on the current or future expansion.
