It's not necessary to call a female actor as actress. An actor simply means a person who portrays a character on stage or screen. So it can be a male or a female person both of them will be actors. It's just that we have made another word specifically for female actors i.e actress and using either of actress or actor is similar for a female. Actor word is not bounded by any gender so you can call a female artist an actor.
