  • Strikes are the traditional, primary tool by which a nonessential employee group can pressure a agency to achieve a desired bargaining result through withholding services. Because of their impact to services to the public, strikes in the public sector are limited and governed by statute to a greater extent than in the private sector.
    A strike is a concerted action in failing to report for duty, the willful absence from one’s position, the stoppage of work, slowdown, or the abstinence in whole or in part from the full, faithful, and proper performance of the duties of employment for the purposes of inducing, influencing, or coercing a change in the conditions or compensation or the rights, privileges, or obligations of employment. This definition is very broad and includes more actions than the traditional situation where an employee is outside a facility picketing rather than working.
