How does this preaching explain the story of the rich man and Lazarus in Luke 16:19 -31?

Excellent question. Luke 16:19-31 is an illustration/parable, not a series of events that happen when one dies. Practically speaking, can a dip in the water with a finger save someone from hell? No, and even if it were possible, what power would Abraham or Lazarus have to save someone from hell?
Jesus used this illustration to teach a lesson which is that our eternal destiny is decided in our present lives, once we die, we cannot change our destination. By our actions today, we are choosing to be lost or saved.
