They're using the same quality sent overseas, I imagine the only way we'd get HD images if they went through every episode to digitally format them. I doubt they'd use resources for that.

In some frames from these uploads you cant see the facial expressions of the actors and if they are shown at a little distance sometimes their eyes and mouths disappear compeletly. In some frames the quality gets higher for a tiny bit of time so I am quite sure this is a converting issue which could be solved if they uploaded them differently.
