A 4070 desktop is around 200W but a 4070 laptop around 105W then the processor the i9 13950 being around 55w compared to the average pc CPU being around 65w then there is other factors like the monitor you plug into your desktop that takes up its own power too. TLDR even a high end laptop will have a lower power consumption and less heat than an mid range PC.

Bruh a 4090 without 4k is just overkill and to hit 500 hz in a screen would require it to be a 1080 monitor because we just dont have that technology for a 500hz 4k monitor. Which if you're running a 1080 with a 4090 you're seriously bottlenecking your pc.

With 3.2k you can make a build with the 14900k (or 13900k, 14700k, r9 7950x3d) and the rx 7900XTX which is a pretty good combo, you can also run in 4k with this build.
