Brightness! Pulsing NeoPixel lights and approximating decimal ranges in CircuitPython

In this lesson we'll learn to pulse neopixel LED lights by using the .brightness parameter. We'll also learn to create ranges that approximate decimal values, even though ranges can only accept integers. Techniques demonstrated on CircuitPlayground boads (Bluefruit and Express) should work with small modification on any NeoPixels controlled from CircuitPython.
