28 is very less. Ride it carefully when u intend to get good mileage. Maintain proper tyre air pressure that is specified in the tyre. Maintain proper chain tension. Change gears anticipating speed changes. Avoid riding aggressively I am sure your mileage will improve. I have bs4 390 duke it gives me 26 with pillion.
