Just purchased this exact car (along with a Brad Keselowski Fastenal one as well because they were the only two left at my local Target, and I had neither of them), and they're both PTC mold cars. I'm glad you included how to identify them as well. The bubbling on mine is not as bad, and at least I only paid $5 each for them, but it's still somewhat frustrating. I can forgive missing/simplified details and slightly inaccurate colors on the budget line because really they're toys for kids, but on the more expensive collector's cars, that's unacceptable, and the bubbling is still unacceptable on the budget line, especially considering that other brands of die-cast cars don't seem to have this issue. I also looked at all the Hot Wheels, Matchbox, and Johnny Lightning cars (the three other brands I could find) on the shelves, and none of them had the paint/tampo issues despite being priced similarly to the budget line and having a similar amount of detail.

In my opinion and to be fair to Lionel,
the only thing the PTC got right are the proportions.
The proportions of the PTC mold matches with the real-life Next-Gen car. Obviously, the quality of the end product sets it back.

Honestly I kinda like ptc just for the fact that they have black interiors since it makes them more accurate and it makes them kinda look like gold series. Still the quality is trash

i thought i got fake nascars I'm now mad because every thing is off it looks cheap it even sounds cheap i tap them together it just sounds like just plastic its just bad and i don't like them
the ptc detail is trash the dash is bad its just squared the inside is bad and the detail is so bad

this video could’ve been way shorter but the main difference between both is the style of body. the EL is more detailed than the PTC, but imo, the overall shape of the PTC mold is more accurate than the EL. the other thing is: the color/decals. the reason why the PTC car looks more dull than the EL is because unlike the EL stuff, the PTC body is painted with a black base coat and then decaled using a wrap that’s printed on a bad quality paper. while the overall quality of the decals isn’t the best, the black base coat is why the colors dull out.
