(taking place during the international assassins arc)
captain hears word about denji's 2 million dollar bounty, in which he then proceeds to summon all of his platoons to japan in order to take him down and secure his body. pico joins in on the fun as well, hoping to kill denji before the tankmen.
split up from their squad, captain and steve board a train to regroup with them. however, in a quick moment of chance, they catch denji seperated from his bodyguards and attempt to attack whilst the opportunity remains.

Poor Tankman, Steve, and Pico. They were just at the wrong place at the wrong time. I don't think they are working for the Gun Devil, I just think they went to Japan without knowing you couldn't have guns. Seems like something they would do.

The dude murdered hundreds of Uberkids,which were 10x smarter than an average human,defeated Cassandra in her demon form when he was still 12 at that time,and can beat Piconjo,who is said to be the strongest character in Newgrounds until other people screw the power scaling like Hank in Madness Combat
