No hacks are used in any way to achieve this. When PPT clears lines, it copies all rows from above below. However it always assumes that the top-most row in the matrix (40th row, in the buffer zone) is empty and never checks if it should clear it after copying it down.
By placing a mino there by receiving a garbage spike with a crafted stack, we can see the effects of the glitch as it copies the mino down while more lines are cleared. In a normal game this shouldn't happen and the stack should just move down as expected, instead of leaving a copy up in the sky. The memory viewer in the middle displays how the buffer zone looks in memory to help in understanding how this works.
This produces an interesting effect where the column is now infinitely filled with minos, making accessing holes under it impossible. Eventually garbage will hit that column and become undownstackable.
The part where guideline is broken is when I receive more garbage that should push that 40-high column above the buffer zone. By the Tetris Guideline explicitly, this is considered Game Over, even if the piece would spawn and place regularly all the way down in the playzone. However, in PPT, it is ignored and the game is allowed to continue.
