Samira needs fast kills to reset her E, that's why she must have the collector. BT on the other hand is quite too risky. The extra AD passive only active if Samira can maintain her health above 50%. A champion whose playstyle is around engaging and deals massive AOE damage can barely keep health above half. Another thing without the collector, Samira can't finish off low health targets to reset E and thus they can retaliate her back and she dies. Edit: If you want extra heal then go for gluttony boots or Legend: Omnivamp* one
