      Just think for a second. What does a fine mean to someone that is homeless or an addict? They either have no money or just thinking about their next hit. Punitive measures are definitely a tool to curb crime, but it's only one tool, and often not the best one. You have to look at the problem in a more holistic manner.

      The big problem here is that the democrat leaders are making big money on these problems. They give money to non profits and the money is eaten up by administration fees that go back to the politicians in re election money. . A issue happens and they get a task force of their friends who they pay and nothing ever gets done about it. People in the task force also give back to their leaders. Democrats make money off the anarchy. Look at any issue going on in California and you will find a ton of money going to non profits and task forces. Smash and grabs? Yep they got a task force together. Nothing happened. Retail theft? Yep another task force that did nothing. and on and on....

    I've walked down Hyde street towards Market seeing crews cleaning out all the garbage only to walk back up an hour later and see the same block completely trashed like the cleanup never happened. It's absolutely disgusting. The block of Hyde street from Ellis to Eddy is particularly bad. There's a fencing operation on that black that takes in stolen goods, hordes of drug dealers, Harm reduction teams that hand out drug usage tools, as well as non profits giving out takeout meals. Those meals end up in a pile under a tree because most of these folks have more food than they know what to do with already. As long as addicts are free to openly use drugs on the street without oversight or consequence, there will be trash.

    It's a Bay Area cultural thing. When I lived in Dallas, you didn't see the everyday citizens throwing trash down, but now that I'm back in The Bay, I consistently see regular people just throwing their trash down .

    I appreciate Wilson adding the segment from 1984 showing us the results of the cities approach to not just saying the streets majority are ex cons and people who are making our place look like wherever they’re from… so sad. I’m convinced it’ll never change for the better. We can’t even agree on enforcing ANY civility much less a common sense solution.

    I really appreciate people working hard to keep our city clean. But everyone needs to share in the responsibility. There is only so much Public Works crew can.
    There needs to be more education, campaigns, fines and enforcement of laws.

    The word isn't "thankless;" the word you want is " pointless." Until the laws change and the city grows a pair, the cleanup work is pointless. The homeless love living in filth so this is just another exampke of making life easier for squatters instead of driving them to the edge of town with a warning, like we used to do with shiftless grifters.

      @@Just..Me.. I remember the excitement when my family visited Chinatown & the GG bridge as a child. In the late 90s I went to UCSC, and had the time of my life going to clubs, bars & concerts in SF, in North Beach, the mission, tenderloin, etc. In the 00s my friends & family went to the city every weekend- free concerts in the park, underground raves, amazing art shows (Frida cahlo at Moma, chihuilly at de young, to name a few), shopping on market, Haight street & union Square, especially magical at Christmas time, w/ the giant tree, ice rink, & sugar castle display. I recall spotting Buffalo & a windmill floating in a sea of red tulips in GG park, then having tea in a Japanese garden. I met my husband in Ghirardelli Square, got married at fort Mason with the GG bridge as a backdrop. My car was never broken into, never dodged feces & tents on the sidewalk, in the 90s everyone parked their cars on the sidewalk, no fear of towing. I never worried about hiding bags in my car, never saw derelicts using drugs & defecating in the streets. They ran trucks thru the streets each night, pressure hosing down the sidewalks. SF was clean, fun, exciting, magical.

      in some neighborhoods, like my own; lower nob hill, there's a volunteer group that gets together and picks up trash on the weekends. I've volunteered with them on occasion when I can. They do a wonderful job and it feels good to be a part of a community that cares about their neighborhood. However when you live in an area with subsidized housing for addicts, newly released inmates and hotels housing the unhoused, the trash is endless. Don't even get me started on the urine and feces, both dog and human.

      @@middleguy1776I think part of the issue is that the majority of folks living in those parts of the tenderloin don’t pay taxes. They live off of welfare, subsidies and get free food, healthcare, etc so they feel no sense of pride in their neighborhood. Everything is handed to them and their bad behavior is enabled. I see it first hand every single day. 😢

    Unfortunately, this is a countrywide problem that’s only gotten worse, hence why it’s generational. Most of us don’t grow up respecting cleanliness enough. Any child can make a mess, but any mindful adult who respects the space around them, understanding that untidy spaces affect everyone negatively, can clean. I’m no exception to this. I witness how much people from Japan keep their spaces clean. They don’t have janitors because it’s everyone’s duty to respect the space to the best of their ability opposed to leaving it up to a few people to pick up after someone else. This is one area where Americans take cleanliness for granted and our homeless situation does nothing but exacerbate the issue.

    The problem is u have to move the homeless to an abandoned military base or something. You clean the streets, a couple hours later, all the garbage is back. It’s gross n a health hazard. As long as the homeless has more right then law abiding citizens n taxpayers, the problems will remain.

    The small city I live in has a truck about the size of a trash truck that has a huge vacuum hose attached they use to pick up leaves in neighborhoods that have massive oaks. I've often wondered if that would work, or at least help, lessen the manual labor required to remove small trash?

    One of the city workers said "It's just how things are right now..". Then shrugged his shoulders. Clearly it's not when they also showed the 1984 clip of folks doing the same thing. "Right now" has been the status quo for 40 years. Good grief!

    As long as the city lets these zombies roam the streets, the city will keep chasing its tail. The city needs to immediately implement emergency laws that allow them to get these “homeless” admitted into mental health facilities, mandate treatment until the individuals either recover from their mental issues/addiction, or become permanent patients.

    I truly applaud these people for working so hard every day to clean up the Tenderloin but when I saw that this has been a problem since at least 1984... The city needs a more permanent solution. Unfortunately, all this good work is just wasted effort.

    I would LOVE to see politicians volunteering for at least 2 hours to show they are willing to humble themselves and make their community better ... but is just a dream. that WILL NEVER happen.... politicians will through tax payers money at contractors and will never follow up to see where that money goes or if it's being well spent.... nah man ... worthless leaders have taken us here.

    its the homeless chaos that sets the behavior to the neighborhood then people will have more pride in keeping the streets clean. Its just like a broken window atracks more crime and more chaos. Round up the homeless and send to HP ship yard for processing and send they back to their birth state the rest house them there.

I don't want to visit a place where homeless addicts panhandle or worry about a group of people stealing merchandise as I shop at target...     Maybe add some trash cans. I don't see nearly enough of them around SF or Oakland.
