I think many museums forbid making photos and filming mostly because using flash destroys paintings after longer time. Maybe some of them prefer not to make photos, because if people see i on the internet they won't come visit it in real life, but most likely it is 1st reason, because filming and taking pictures was recently allowed, but without using flash.
