Robert Robinson was satirised at one point on 'A bit of Fry and Laurie' and this is a repetition of the voice. I believe it was originally from "call my bluff", which Robert Robinson hosted from 1967-1988.
I only knew the Grog Blossom one because it's similar to Gin Blossom, which is a red nose that is the result of broken capillaries around the nose that comes from excessive drinking.
There was a 90's (?) rock group called the Gin Blossoms. Who took their name from a WCFields picture, in particular his red nose from drinking, which was known as a ... well ... gin blossom. I'm surprised no one there knew that.
The host of the radio show that they're copying here called Call My Bluff (one of the original UK comedy panel shows). He was the host when they were all growing up.
He's making an impression of something he and Hugh Laurie did on A Bit of Fry and Laurie, long before this show was around... try looking up "The Smug Hour"; you should be able to find it! XD
Robert Robinson was the second and longest-running referee in the Brit version of "Call My Bluff" and if you find the video (I'll link it in another comment, this won't work) you can hear why they do that soft voice-thing.
