Some time before Phoebe's banner is over, we should have the 2.2 characters officially announced.
You can probably wait untio then to decide, depending on whether someone you really want is coming soon, or if you have time to save.
That, and you should be able to test Phoebe out and see if you like her playstyle, and maybe see how she fares im the meta if you care aboit stuff like that.
