Also, was Shingo Yamashita involved in Naruto Shippuden Opening 13?

Yes, Studio Pierrot's opening always have some good cuts, just look upcoming Baby Steps, the tennis animation was fantastic. And apparently Gorou Sessha going to directed/storyboard NARUTO Shippuden OP#15.
As for yor Shingo question, yes, he was involved in NARUTO Shippuden OP#13. In matter in fact, Shingo directed/storyboard and did some animation for NARUTO Shippuden OP#13
