NEW SYSTEM (Present 36 Divisions of Pakistan may be declared as Administrative Units of Pakistan)
چہرہ نہیں نظام کو بدلو ، سندھ ، پنجاب ، بلوچستان اور کے پی کے ، کارڈ ہمیشہ کے لیے ختم
The new system may be as under with powerful Prime Minister of whole Pakistan.
1. President
2. Prime Minister
3. National Assembly for Legislation only.
4. Senators be elected directly like MNAs through election.
5. Divisional Municipal Government throughout Pakistan (Divisional Nazim of each Division).
6. No Province ,
First of all make a complete new system on paper then declare emergency in the country and impose new system in Pakistan for at least five years and then hold election as per new system accordingly. No gain without system change.
2. There are 36 Divisions in Pakistan consisting of Sindh7, Punjab9, KPK 7,
Baluchistan 7, Azad Jammu Kashmir 3 and Gilgit/ Baltistan 3 as under.
Punjab Bahawalpur, D.G Khan, Faisalabad, Gujranwala, Lahore, Multan, Rawalpindi Sahiwal, Sargodha , Sheikhpura
Sindh Karachi, Hayderabad, Sukkur, Larkana, Mirpur Khas, Nawabshah, Bhanbore
KPK Bannu, DI Khan, Hazara, Kohat, Malakand, Mardan, Peshawer
Balochistan Kallat, Makran, Naseerabad, Quetta, Sibi, Zhob, Rakhshan

Gilgit/Baltistan Gilgit, Baltistan, Diamer.
AJK Mirpur, Muzaffarabad, Poonch.
3 No need of provinces, governor, Provincial Assemblies, Provincial Ministers etc.
4. If we declare 36 Divisions of Pakistan as Administrative units, in spite of that the population of each Division / Administrative units will be more than the Administrative units of other countries as mentioned in serial 1 above excluding Indonesia.
5. Divide Pakistan into 36 administrative units on the basis of Divisions of each Province.
6. Elect Divisional Nazims, Area Nazims, Councilors directly through election e.g Divisional Nazim of Lahore will be elected directly by the people of Lahore and similarly others by the people of their respective areas, with the power as was in the government of Parvez Musharraf.
7. The amount of 50% NFC award of each present province should be divided by the Federal Government on the basis of Population of each Division and be given directly to the Divisional Nazism while remaining 50% may be spent directly by central government as per requirement in different areas of Pakistan.
8 Divisional Nazims, area Nazim , councilor will be responsible for progressive work and Divisional Nazims will provide the fund to them for this purpose.
9. All the provincial ministries may be merged with Federal Ministries e.g Ministry of education with education, commerce with commerce etc and remaining may be run as new ministry under the Federal Government.
10. Areas of senators in each present province should be marked and all Senators must be elected directly through election like MNAs.
Benefits of new system
1. No province will save the amount of Governor, Chief minister , Provincial ministers including their staff and 761 members of provincial assemblies of Pakistan.
2. Judicial system in each Division may be introduced in the same way as is already in each province
3. This will bring uniform system in all Pakistan e.g education, Industries. etc. with powerful central government and municipal system . Prime Minister will actually be the PM of Pakistan with full power.
4. Two or more different parties will be the ruling parties in different Divisions in one Province e.g in Karachi, Hayderabad, Sukkhur, Khairpur may be party a,b,c d etc respectively therefore no party will be in position to play Baluchistan , Sindh, Punjab or KPK cards to get independence from Pakistan on the basis of province because single party will not be in position to rule in all Division of one province
5. Monopoly of PPP, PMLN, PTI, will not be possible in complete province of Sindh, Punjab, KPK similarly selective Sardar will not be in position to rule complete Baluchistan.
6. 37 elected Divisional Nazims and others will run the whole country having power on lowest level.
7. Irregularities regarding expenses of budget within the province in different areas will be controlled and nobody will be in position to say that the maximum budget of Punjab has been spent on Lahore.
8. Leadership from the lowest level will emerg due to delegation of power.
9. Right man for the right jobs i.e MNAs will do the legislative work.
10. Progressive work of national level may be don by Ministry of development or by different corporations such as Agricultural, Industries, Forest etc.
11. Police will be under the control of Divisional Nazims.
