The chrono build I run is better all around, with double mass invis/better clone production/movement speed, but base mes is more dmg + boon rips (from Dom line). So if I'm in a group and can get carried by support Ele heals/Rev resistance, I'll use base Mesmer. Lately I've been using it more and more bc the boon rip helps my group so much. If I can rip stab/prot while me and the Warrior in the group both burst, it's pretty much gg. Also the Dom trait line lets me 1shot DH's which is great, bc I hate them. TLDR; Chrono is more well rounded - better for solo, Base Mes is more dmg and great if your group can support you a bit.
