KOF 2002 was the last game where K9999 was included and SNK never included again in future games to avoid copyright/plagiarism sues. Nameless was a replacement of K9999 for the 'remaster' of KOF 2002 Unlimited Match. Surprinsingly the fandom liked more this replacement because of his background history and the good design and soundtrack he has is more accurate to the saga than K9999's. Unfortunately, K9999 returned in KOF XV with the name of Khronen and with a different redesign and the company doesn't show signs to bring back Nameless to the games due to all the mentioned above besides the fandom's support and because Nameless only appeared in non-canon games (The only recent apparison of Nameless in recent games was in KOF All Star for Android)

Shingo is not coming to KOF XV because he's still too weak and can't do a literal fire fist like Kyo does. As for Nameless? He's non-canon, and non-canon characters can't possibly fit in on a canon KOF storyline. Also, K9999 beat him to it, under his new name, "Krohnen".
