No littering isn't just about education, they need cameras and they need to put the fine for littering thats high enough so that from collecting the littering fines they can employ people to clean up the small amount of trash left. Also people should be taught to clean up areas that they are at even although they weren't at fault. Also Chinese people see a pick-pocket and they don't do anything so the cameras can be needed, however, they should be controlled by independent citizens not the government.

In my opinion, the government should invest money in R&D the most. Technology will help out the people in the villages and out of the villages. Stuff like cheap energy (solar panels, wind turbines, wood cutting/stripping/burning machines, water turbines); good agricultural machines, good roads into the country side, good 5g internet coverage could get young ppl to move into the villages, and energy efficient tablet computers could help educate and entertain the villages. China could also import ambitious hard working people from vietnam, laos, phillipines, india, syria, to live in the villages.

If one is not able to Control Oneself (take ownership), Any Change outside will be hard to resolve for Individuals.
Some families live high out tge mountains Their have to walk 5 hours to school . They have to walk over 1 -2 hours on steep road the get theit daily needs . Many death on their way to school or to buy a pair of shoes. Some live in desert. Some has no rain for 6 months and sand storms every 3 days. Some luve in Tibet where no crop can be planted because of the condition of the lands. They are good people . Their culture made them rooted to their lands. They don't have the motivation and ways to change their lives. Most of them need government helps . Hopefully, their children can live a better lives than the fathers and grandfathers.
Many lived in the deep mountain since hundred years ago. Some of them moved there since the long wars period in China .Starting from The Opium Wars I and II, World War II and Civil Wars .
