They are aware of the music scene and at the very least I'm sure they've heard of both Prince and Rick James. I think even if you haven't heard of them Dave and Charlie make the skits hilarious.

Thats not what Trump was doing. Trump was creating a new armed force at the defense department. When Bush was President he kept talking about NASA going to Mars as a distraction This is what Dave Chapelle was imitating in this skit

Dave was such a great social critic for the times, and uproariously funny as well. To me there's not one bad sketch in his show's entire run. You could pick a sketch at random, laugh your face off and hear truth at the same time. Very few comedians can spin painful topics into comedy gold. Dave has a rare gift.

There's so much that can be missed in these skits with double meanings and satire in the smallest details like the whole play on yellow cake . "don't drop that shit" I didn't figure out what yellow cake was until years later which makes it even funnier afterwards
