Runs that use tickrate changer are not considered legit. The point of using tickrate changer is to see what is theoretically possible. Using cheats to slow down a game and manipulate RNG to push the limits of what is theoretically possible is referred to as a tas which stands for tool assisted speedrun or tool assisted superplay depending on if it's being used for a speed run or not.
