Sir,
GFR Rule 225 (iv)(b) says contract for purchase value between Rs 1-10 Lac ,
There is Tender documents and Letter of Acceptance.
But
GFR Rule 155 says
Purchase of Goods upto Rs. 2.5 Lac by purchase committee (No Tender)
Now please clarify, If Govt has to make contract for purchase (or purchase of Goods) for Value Rs 2Lac, what will it do?
Whether purchase committee be constituted Or Tender be floated and letter of acceptance be issued?
Plz clarify Sir between purchase of contract and purchase of Goods.

While teaching the points to note around 13:45, you said that EMD means Performance Security. But in the earlier lecture you said that EMD is Bid Security.
Please clarify.
