Your compiler error could be caused by incorrect version of the lazarus compiler, make sure you're installing the right version that was recommended in the cheat engine's github repository. as for your 2nd question, i don't quite get it what you're trying to say. I'm not the right person to talk about cheat engine usage in forza 5, that's outside my expertise and I have no experience doing that.
