That's not how facial recognition works. Once you widen to larger than a few thousand people, people look too similar to identify them by face alone. You need other statistics or references at that level.

This probably isn't that kind of scam, but if someone ships something to you that you did not ask for, especially via the United States postal service, and later tries to charge you for it, you are legally not required to pay anything, or return anything.
I used to work at a place and sometimes we would find weird things next to the door when we'd open. Like letters/notes written by a clearly mentally unwell person with all types of jibber jabber written down, random trinkets and sometimes a gift card. The gift cards actually had money on them sometimes and we'd be so happy and use them for lunch. Anyways, maybe this person is mental.

Its water bottles to give it weight to feel legit. They used to use crackers under the doormat to see if they were smashed. Now they use this now that there is so many cameras to look legit dropping off a package. Also yes, innocent people are coerced into dropping these off.
