Although passive, Gilgamesh keeps it restrained most of the time as it has brought him nothing but boredom as he has had it since birth. During the wars of Strange/Fake, Gilgamesh uses a tiny bit to observe some timelines, but upon seeing this event, he cannot comprehend it and dismisses it inmediately.
If I remember correctly, the pink stuffed animals that pop up around 1:33 are Sakura's dream representations of the delinquents who actually approach Sakura in reality. So when she exploded the stuffed animals, she was really exploding... them. Hence the candy --> finger transition. ufotable really nailed this scene.

Sakura in HF route is basically Grail incarnate, which renders her a hard counter to all servants summoned by the Holy Grail of Fuyuki City. Even Gilgamesh, who obtained physical form after the events of the 4th Holy Grail war, is no exception. So in principle, F/SN Gil has no chance whatsoever against HF Sakura in open combat. However, in this scene, Gil still might have killed her had he gone all out while Sakura was still disoriented. But he did not expect Sakura's transformation to have progressed so much and thus only used his "regular" attacks, thinking that would be sufficient enough to kill the girl. So, at the end of the day, it was Gil being Gil again, underestimating the situation / his opponent to his detriment and demise.

He should of instantly used EA when he saw her. Its not that much of his fault since he didn't know she had gotten that powerful but he shouldn't of taken any risks.

The first time I saw this it really hit me like a truck, to think that Gilgamesh would die this way when in other timelines he's truly almost an unstoppable force... I was even truly rooting for Gilgamesh stoping all that madness and he died like he was nothing.

If you watch FGO Babylonia you'll see how much he truly care, how much he respect other and how much a king he is. Yeahhh I didn't expect Heaven's Feel to have this much "brutality" and creepiness compared to other Fate I've seen (and the fact that they'd blatantly sidestep they're way to tell the viewers what Shinji has been doing to Sakura all this time)

Instead of "I'll show you mercy by killing you because I care" its "You won't be a controllable gun for me or kill yourself, and I don't plan to stop using the grail for my genocide plan, so...I'll say it's mercy to kill you because I'm Gilgamesh, fuck you".
So, now that things are revealed for people there is nuance the movie is cryptic about. First, Gil told Sakura to kill herself in all routes of FSN, not just this one, because he sensed what was inside her. However, this wasn't a kindness or him being a force of good or whatever. Nasu says it was a "mercy" because he had seen entities like Sakura before, but underneath that, Gil also wanted to use the grail system for meeting out judgement on humanity. Sakura is not a controllable vessel because she doesn't know the power she has, in other words Gilgamesh wanted to dispose of her because she wasn't a suitable nuke that he could control and was too strong. So not much better than Zouken all things considered. If he had actually wanted to help her, then that would require abandoning his plans on using the grail on humanity. But he doesn't, so he won't.
