Yes water will hold the fondant together. Gum paste is different because it it firmer. Gumpaste will dry faster and firmer than fondant. And you can make this topper weeks in advance. Just store it in a cardboard box (not airtight) once it's dry.
You should leave it in a cool and dry room to harden. Placing it in the fridge will just cause it to condense and soften when it is removed. Hope that helps :)

I just left it out in a dry place to dry out. if you wrap it, it won't dry. :)

What were the colour paste colours that you used for this?
I used wilton - golden yellow, rose, royal blue, green (with yellow to brighten it up), and purple :)

Did u leave it in a room temp or in a fridge? So if i want to use fondant i should leave it in a room temp so it can be hard?
You should leave it in a cool and dry room to harden. Placing it in the fridge will just cause it to condense and soften when it is removed. Hope that helps :)

Yes I used fondant for the clouds. You could also use modelling paste which will give you the same results :)
