UNI2 - Phonon rising j2B throw OS

Input: 1~8~1ABCD
Techs throws, results in rising j2B when outside of blockstun, and a single attack input makes it more resilient to inputs leaking out and being caught by stagger pressure. Worse on whiff than rising jA and 1F slower, but allows for consistent meterless hit confirms vs assaults.
Additional notes:
- 8 can be replaced with 7 or 9. 8 allows for a counterhit combo on a standing opponent.
- ABCD can be replaced with ABD
- On hitbox, hold down back and tap the up button for 7 (or up and forward for 8) and then release to go back to 1.
