You're trying hard to make the man and his cheese fit into your ideas instead of finding a real connection. The cheese and the man most probably represent Buffy indeed, but there isn't any deeper meaning than that.
Poor Amy. But that was some pretty good dark humour with turning Amy back into a person, seeing how happy she is and then having her turn back to a rat, also letting us see the look on her face as she realizes what's about to happen.

But still, my gut reaction every time I watch "Restless" is "what the hell is up with that dude?" I always had a secret theory that he was supposed to represent Riley. This was because when he was first trying to talk with Buffy he asked Willow for advice and she told him Buffy liked cheese (at 7:14). Which of course ended up causing some rather awkward small talk between them.
