Yes, you can. You will get options to set custom Resolutions from graphics driver settings. I just tried to add your Resolutions in My graphics driver (intel hd graphics control panel) and it worked. But you will not see those Resolutions right away. You have to set your pc's resolution to 640×480 first. Then you will get to see those Resolutions from resolution display setting

You're right, I first tried it on Fortnite but those resolutions weren't there. But it works for some games like CS2, Fall guys, Genshin impact etc.
