I really love your cellshading, and I want to give you a tip, you could use preserve opacity on your current coloring layer so you don't have to reselect everything again, it's like a clipping mask but then it's not clipped to the layer below. You can blob everywhere without going outside your coloring space.

If you're talking about the paint program it's called Paint Tool SAI and it will cost money. If you're talking about the recording device thing lol it's called HyperCam 2 and it wont cost money. (depends on what you do...)
