    I wish the code enforcement in the city where I live did a better job. I cannot for the life of me understand why code enforcement officers MUST have a resident make a complaint when it should be obvious to anyone who drives past a home with painfully obvious violations of city code. If someone has grass that's knee high, they should be ticketed. If their property is an eyesore, they should be fined. I'm not talking about rural areas or unincorporated areas, I'm talking about people who live in towns or cities. I have a neighbor that lives down the block from me that has piles of rock that are 3-4 ft. high around his house, uses junk he finds in trash heaps to cover the rocks and a host of other things that make his property look like a junk yard. Our code enforcement won't do anything until someone complains but if they do, the property owner has a right to know who complained and the guy is such a nut job, they fear retribution.
