When I was new and playing set 9 I remember fielding Ashe and Akshan because they were both Deadeyes, immediately someone started flaming me for playing Arctic Akshan like a meta scrub. I didn't even know 'comps' were a thing to learn at the time, of course I went bottom 4 because I was new and the other guy laughed at me.

To be fair it's not that bad and the reason he needed 3* Ashe was because the other guy had 3* Sylas. 50% starting attackspeed + 63% over 14 seconds is decent. Guinsoos gives like 10 or 15% base and then stacks 5% per attack. So to just catch up with base attackspeed from quickestsilver it takes 7 or 8 stacks. And then 12 more to be even with the over-time ramping. And It doesn't give crit or cc immunity.

It’s the best item he has there since he didn’t have a guinsoo. The attack speed is very nice for Ashe, not to mention there’s also immune which will protect her in some cases like against lux
