Its not a bug,after you complete the quest you have to dio NPC and scroll down and you'll see an option that says "i have completed your quest (nocturnus)" click on that and you'll get the fragments.
Scroll down the options. There will be an option that says "I have completed your objectives (Nocturnus)". Dio will give you the shard and you will get Nocturnus.
Guys I didn't do this I scrolled down then no Noc I was like :/ f**king hate you devs and I did the quest too then I scroll press I have finished misc quest nocturnos then no evil fragment like I wish I could talk to the devs and just say give me my Noc

You need to do all of it then kill dio if you do dio first then you wont get the evil frragment
