I'm not sure if you know this, but recently, I've spotted Gillig Advantage Hybrid 5302 twice near Gaithersburg Depot, one time, it was laid over at Shady Grove Metro, and earlier today, I saw it in service on route 70.
I have a video of 5302 (not the video of me riding it on route 5) when it was at Shady Grove Metro Station. Its not too good, since it was at night, but I might upload it anyways.

Yes that's true. Gaithersburg is currently short on buses. The hybrids you've seen will be finishing out their service lives in Gaithersburg. They were sent from Silver Spring. There are 3 or 4 of them. I'm an operator from Gaithersburg depot
