You might try to do a Boston accent or a black Baltimore accent or a southern accent or whatever. It's fairly commonplace. They either didn't give him enough time or resources to get the accent down or they wanted it to sound exactly like that, supposedly, for comedic effect and to emphasize how ridiculous it is for a black man to be saying those things.
I remember I first read about this case more than 10 years ago, and was blown away by this officer's audacity. What's more, though, is he gained respect not only from people he was protecting, but people he was investigating and prosecuting. He made a real difference in the world.

The movie's wikipedia page has a pretty good summary of the biggest plot points being fiction but Duke going over the real story was quite entertaining.
