Umbridge is evil on the inside but masks it with her pink outfit and "sweet" voice, McGonagall is very caring on the inside but masks it with her full black outfit and strict personality. Not to mention they both have cats in common. Perfectly written characters.
I don't think you could describe her as 'evil'. Remember that Death Eaters, and dark wizards in general were unable to cast a Patronus charm, yet Umbridge could.

My mum really likes this scene. She says that when they go up and down the stairs it shows that they are trying to be better than the other, but then McGonagall is in disbelief when she gets told that they are being disloyal and takes a step lower. Then Umbridge takes a step higher to show that she is in power now.

Specially considering the uptight, strict, down to earth, serious characters they usually play. I love Imelda and Maggie so much.
